Contingent Valuation Study for Water Supply and Solid Waste Disposal in Timor-Leste

The Asian Development Bank (ADB) wanted to develop and administer a contingent valuation study to assess the population of Dili's (Timor-Leste's capital) willingness to pay for improved water supply and solid waste management services in order to understand the likely response of customers to tariff increases to finance new investment in the sector.

Service Provided

DHInfrastructure conducted a scoping visit in Dili, as well as a desk review, to gather data for a contingent valuation survey for implementation in Dili. We used the results of the survey to determine an adequate level of water supply and waste removal services to be provided to the capital and to ensure that the proposed financially sustainable tariffs were in line with customers' willingness to pay. We also estimated expected project benefits in order to calculate economic returns on the investment.
